It's not guaranteed at least, I tried several times with 4x lvl 80 exotics, and all I got was other lvl 80 exotics. I guess you need to be extremely lucky to get a legendary.

As far as I'm aware Anet probably already know about this, I went to the vendor to find 50+ people there, with another 100+ people standing at the mystic forge which I would hazard a guess are all doing the same thing.

I got a lvl 80 weapon called "The Legend"

"This weapon is used to craft the legendary staff Bifrost"

Legendary might be a special specific combine....don't waste your lvl 80 exotics...those are super valuable right now!

got 3 rank 80 exotics, also salvaging them like crazy, you think the wood and platinum sell for a good amount each when trading post back up? no idea what the prices on these were prior and if worth it but must be worth 23karma no matter how much they sell for.
