[Help] Program Disabler

Hi I have a question about VB2008 and was hoping someone could answer, OK I am trying to make a program that disables all connections from you computer but internet like a program disabler, is it possible to make a program that does this in VB? Or at least a program that can disable one program temporarily, I do not know the location though so I would probably need to find it, but is there a way to "disable" a program through VB just for as long as you have it disabled? For example can I make a button that when you hit it, it will disable connections from viewing your PC, and then when I hit the button again it will activate the program that you have the connections disabled to, because I want to disable this spying program used by teachers at school, but only temporarily. So if someone can help me out or give me an idea if this is even possible in VB I would greatly appreciate it, and I will try to +rep you, so please, thanks and hope to hear from you.

What do you mean by disable?

Like make it unable to open until allowed?

Or just restrict it from using any internet connectivity?

Please be a bit more specific.

Also, most school lockdown software won't allow you to shut it down. (As 99% of the time, it runs as a higher user priv, which you can't do much about)

Ok it is basically a program that projects a picture of your screen, like a video type thing to the teachers computer, and our IT department, is it possible to disable the connections of the picture or a way to project a picture to the program? Or even disable the program totally, but just temporarily when you hit the button to turn it on and off, or possibly even inject a code through a .DLL to the program to corrupt something but only while its active?

What priviledges does your user have, and what is the name of the program you want to stop?
By priviledges I mean what is your user restricted to. Can you run .bat files, can you access regedit, can you open the control panel, etc etc.

AB Tutor is what is used, and yes, I can access everything. But I do not want to do it in a bat or regedit because it takes too long, thus hitting a button enables/disables the program/block/injection

Create a .reg file to change the binary data of AB Tutor to 0, and then another one to turn it back to 1?
You could put this into a program and use two buttons, yes.
