Core of Arreat is the best spot to farm goblins by far now.

If you mean best spot because its so short and straight forward then maybe. From my experience the goblin spawn rate has been increased evenly. Northern highlands has a spawn in 9 out of 10 visits. It doesnt matter which zone you visit repeatedly. If you farm each zone 100 times you end up with roughly the same spawn rate. Halls of agony was just bugged. Also a bigger zone has a chance for a second spawn.
