I have noticed I get same legendary amount on torment I than III on 3 accounts. I've noticed I've got as many legendaries afk farming in normal as in torment IV. I didn't notice difference in chestruns in t1 vs t6 either, always did them in t6 tho because of "why not", but still had those moments when I've opened 150 chests with 0 legs in t6.
I'm return to d3 from start of RoS, and observe following pattern: Drop 1-2 legendary items within the first 20 minutes after the break in the game (woke up in the morning - loot couple; back from work, and in half an hour - another couple).
And i really didn't see any reason(except new set items of course) to run anything than normal - no drop rate increase with higher torment difficulties(in terms of leg's per run). All what you get instead - drop rate decrease in leg's per hour.
In my opinion, the best way to get legendaries - passing on the level of difficulty, which is limited only by the speed of your running speed => which leads us to normal or torment 1.
Certainly the situation is somewhat different with the game in a group, but I dislike it =(
