DBC Editing..

Open MyWarCraftStudio
Open Patch-enUS2.MPQ
Search for GameTips.DBC
Convert it with DBCUtill
Open the new file with Microsoft Excel or CSVed.
Edit tips to whatever you want
Convert it back with DBCUtill
Make a new .MPQ Archive or replace the old GameTips.DBC with the new one. (Probably should back it up if your doing the 2nd one)
