how do i edit the world? what program i want to make a city.

NoggIt and Taliis or SWG's map editor should do the trick. You'll need an older version of WoW to run NoggIt, though. Or you could wait for one of what seems like several newer world building tools in the works. (check out the "tool kit" thread in the ME main forum for more info).

Noggit 1.3 is a good program for world building, you need a WoW 2.X.X for it (with TBC).

If you're not yet experienced with area changing I suggest you to take a look in Model Editing Guides & Programs section. Changing simple textures is where you should begin World Building I believe.

Ok, to make a city, you WILL need Noggit 1.3

That's area changing, not world building >:P world building is actualy creating things, editing terrain, ading wmos, removing mdx etc.
Taliis will also do the trick, but imo Noggit is easier to use if you're a beginner. You'll need to install Cryects Tools, Noggit 1.3, WoW model viewer and MyWarcraftStudio. You should be able to find a guide on this website - there's a guide for everything if you put effort in to find it.

He doesn't necesarily need it for 2.x.x, 1.12 works just as well.

But yeah, Cities are a bit advanced for someone just starting out. Imo you should learn the basics of world building and area changing first - there's no use diving in at the deep end if you don't know what's at the shallow end.
