[Question] Looking for a terrain editor

I've been looking for a terrain editor so I can move secenery around and so on, could somebody point me in the right direction? All I've found so far is noggit - but I can't find an older version of WoW to run it with, or a version working with th current patch.

Also, is it possible to 'copy and paste' buildings and so on from other areas in the game and place them elsewhere - and if so, how?
