[retail] editing question

i know you can edit the world you play on in retail... but can you put mobs on it?
like i want someone to just put a random lvl 70 turtle anywhere for me to tame lol

No. The world geometry is editable because the server lets clients take care of it all. The server does this because it assumes the world geometry will never change and thus it doesn't need to moderate it. Creatures, though, it -does- need to moderate--how else could other players know what you were doing to this turtle if the server didn't tell them?
