They have to have the same last name. No manual inspection or anything, just doesnt work if the system sees they do notm match. Otherwise it won't work :/
EDIT: You also need to know the SQA on one of the accounts, forgot which one.

I've done character transfers before, but that's when I luckily knew the surname of the account. I then made a new account, and took the character.
(I bought this 70 druid in full S3 for only 5000 Gold)
Now, I've been playing on my character for while now, but it is on a scammed account, I want to xfer this character to my main account, but naturally, they have different surnames.
Does Blizzard care if its different? Do they do a manual inspection? Or am I safe to Xfer it?

The account must have the same last name. You can't transfer it any other way. I would suggest transferring to a new account and banning the one you have now. You never know when that person might take back his account.
