You could also change the /World/NoDXT/Detail/ files, that changes the plants and grass etc. Westfall files are called "Wes---##.m2" the --- will be replaced by letters and ## with numbers.

Replace the .m2 with for example Dun'Morogh files which are called "Dun---##.m2"
And you're done!

Update: animals and those crappy plants are now changed. now working on making the buildings and other things snowy. i will delete this post and make a new one when everything is done.
