Hmm how to install character skin?

A buddy gave me a file saying it will allow me to reskin my blood elf female rogue to a undead male rogue, but didnt give instructions on how to do it.

All i know is that it needs to go into the data foulder. I read something about a program called wowme but also read that its detectable by blizzard and can get you banned?

Any directions on how to install and avoid a ban?
