This is bugged since 2.3 release.

The clouds don't respawn. They're there after server restarts or maintenances, but once someone gathers them, they just dont repop.

Blizzard isn't commenting on this issue, GMs give different replies. Check the official professions forums.

Tryed this out today, havent found One single cloud, havent read all the posts but anybody else not finding any ?

They took it down last week tuesday to fix the respawns. Like the person above has said. People need to learn how to scan and read through posts.

Currently it is a bug, the clouds are spawning but they appear so high in the sky all you see is there shadow.

On restarts and Maintenance the clouds appear in there normal area, however when the respawn they appear beyond sight or range of the game.

This is supposedly being looked at and should be fixed (most likely will be in 2.3.2) but as of now this guide is broken, but do keep this up as once it is fixed the farming will begin again.

well this is a bug that is known to blizzard now and they have said they were going to fix it in 2.3.2 (as said by a blue poster on the world of warcraft forums. and who knows how long that'll take
