Probably yes.

You'd need to be able to reach the mobs that drop the recipe book. Although perhaps level 100 mobs in Darkmoon Faire can drop it (will drop it after release, that is).

Just information for you inscription gold makers; Have a look for the seller at dark moon fair. He is selling Jokers for the new cards which can be traded for any card of the set as far as I could see.
This would mean, that people are not forced to buy the very rare cards for tonns of gold at the AH. Sure there will still be a lot of profit for incribers. But they should take this in consideration.

I have 12 inscribers. Planing to invest 100k gold for herbs and to make 1.5mill profit but really i do hope that i only have to be lvl90 with some insription lvl like 620 in order to make those cards

I like that you know how much profit you will make , but not about how the inscription works in wod.
