[Warrior] Using Intervene on friendly NPCs instead of party members

Warriors can use their Intervene (not Safeguard) on many friendly NPCs, but on certain ones it will just cause a CD.
This is good for getting to certain quest givers or vendors by 'charging' them and looks funny.

The Safeguard talent causes this not to work at all, but if removed/untalented works fine.
