There is one other. Dealer Jadyan in Stormspire sells 6 boe greens, but the cost of each weapon is rather high(i think it lowers by rep). But if you're rich and want a decent expendable source, you can DE his stuff too. Easier to just farm something over and over and hope for boe greens to drop imo than burning money on Dealer Jadyan.

I do use Jadyan on PTR seeing as I have an alt mage getting a bunch of easy money putting up portals for 100-500g each.
Jadyan's respawn timer is less than 10min for me.
