With Patch 5.2 there is the new Recipe Design: Serpent's Heart

Where do i get it?

It drops from random mobs.

What do i need for crafting?

You need 3x Serpent's Eye to create a Serpent's Heart.

What does Serpent´s Heart contain?

A random rare gem.

What else should i know?

You can only create once per day. But it is definitly better than selling the Serpent´s Eye´s to a vendor.

Why would you vendor serpents eyes? If anything you can make rings.. and if they're not selling de them
