It involves using a method to put the quest into your quest book, and then ticketing a GM to receive the quest item.

They will be forced to give you Dartol's Rod of Transformation because you actually have the associated quest =)

Basically, when you ask a GM to do a quest item restoration, he/she will check your quest book to see if the quest is actually in there.
Once that they confirm that you have the quest, they will restore the item.

No quest evidence = No quest item restore.

So how do we get this quest evidence? We must use an exploit to add the quest to our book (this is the only way). The GM will see the quest in our book (in this case "Raene's Cleansing") and do the restore. GMs must follow strict protocol with these things.

Hi,

I think you made an error regarding Siegesmith bomb. It currently states as a Neutral quest where both factions are able to obtain. But after hunting Wowhead for 2 hours I believe this is only obtainable if you are Horde. Please enlighten me with a wowhead link to the alliance quest or correct the mistake.
