You can do it like Athene with Mob-Tagging (if it's allowed).
Just get a party, choose the player who you want to lvl up.
Then as he starts to hit the mob, kick him (he will get all the EXP)
And another tip, do it HARDCORE FROM THE ASS!!!

IDD dungeon levelling is the way forward. Questing makes my brain bleed.
I've this "method" to level alts when I'm too lazy: level an alt till the double xp buff wears off, then switch to another one. I've a lvl 33, lvl 70 and a lvl 27. Each time the rested xp ends I just relog to another. Yes, it isn't "fast" per se, but if you look at my /played time on each char you'll see that the bottom line is low.
OH - and I forgot to mention cloth turn ins in all the major cities. Even easier as a teleporting mage. Grants me an entire level total on each char I level. Same goes for Argent Dawn/Scarlet Crusade tokens in LHC when I'm 50-something.
