If i have the email, pw and SQ for a wow battlenet account can i take access over it or will the owner be able to take it back?

Yes, if he feels like it all he has to do is contant Blizzard and prove that he was the original creator of the account, even if you change all the details and add an Authenticator Blizzard will aloways give the account back to the original creator if they can prove it is them.

That's the risk you take in buying an account.

I dont think he bought the account lol sounds more like he scammed it, if he bought it then hes quite stupid tbh, when buying an account make sure you get all info including cd keys and id scan.
