I appologies before hand about my numbers, I'm not a mathematician, just a guy adding 2 and 2 together. Obviously this is all just theorising, I have no proof other than continuing the number patterns I see before me.
Wether there will be a cool down or not i believe comes down to the drop rate of epics from other sources.
There are three methods of receiving these epic gems, transmutation, prospecting and honor. I'll talk about the two methods we are relatively sure of and then look at transmutation.
From what i understand at the moment, gems will be purchased via honor points much the same as rare gems. Probably for a 30-50k honor price tag (rare gems currently being 10k each). Blizz usually attempts to provide rewards for the same amount of time investment across all sources, 48k honor = # arena rating = #badges.
As 30k+ honor would constitute (depending on your ability to farm honor) a days work.
For prospecting, I'll show the numbers at the moment;
Cobalt ore has a 2% chance to drop a scarlet ruby, or 12% chance at any rare gem.
Saronite ore has an 4% chance to drop scarlet ruby, or 24% chance at any rare gem.
following this:
Titanium ore (assumable) will have a 6-8%~ chance to drop a scarlet ruby or 36-48% at any rare.
If the trend continues we could also make the assumption that epics will drop at around 2% (specific) or 12% (any) from titanium ore. So (in a perfect world) 1 in every 2 and a half stacks. Titanium nodes giving 1-4 ore a shot, and spending around 20 mins mining for each node, approximately 5 hours would be spent for each epic. Which atleast for an average gamer, is a relatively substantial length of time.
I'd say that all would be quite close to equal under this scheme. Obviously those with more time on their hands, or simply those who can win constantly in bgs, would have a much greater turn over per day, but i'd say on average these three methods would produce the same number of epics per day.
After looking at the numbers I would say that a cool down is inevitable. The only way blizz could leave it with no cool-down would be to have a high epic drop rate from titanium (say 10% per gem), and the honor cost be set to, say 10-15k honor? Truthfully tho' that doesn't sound like blizzard. They might have gotten softer on the new players, but they still want people to grind for the best stuff.

Transmute: Ametrine now requires 1 x Monarch Topaz and 1 x Eternal Shadow
Transmute: Cardinal Ruby now requires 1 x Scarlet Ruby and 1 x Eternal Fire
Transmute: Dreadstone now requires 1 x Twilight Opal and 1 x Eternal Shadow
Transmute: Eye of Zul now requires 3 x Eternal Life
Transmute: King's Amber now requires 1 x Autumn's Glow and 1 x Eternal Life
Transmute: Majestic Zircon now requires 1 x Eternal Air and 1 x Eternal Air
