That's partially true, because it's an opinion, but the good thing about a level 1 twink is that when you get bored, you can send almost ALL of the gear over to any alt you want if you want to level up really fast, or you can just sell it... most items for level 1 twinks are white and non-binding.

Also, you can sell the level 1 twink gear if you REALLY want to.

To answer the question: No, you cannot get Arena Grand Master on a level 1 twink because the initial experience from the quest gives 825 experience, which is more than enough to ding level 2 even if you didn't get any experience from exploration.
