Mostly common sense but it's good to have it all in one place.

Also, you are wrong about the Windows Prefetch folder.
The files in there are there for a VERY GOOD reason. TO SPEED THINGS UP.

UPDATE: Microsoft's info on your registry hack/tweak/edit:
New registry entry for controlling the TCP Acknowledgment (ACK) behavior in Windows XP and in Windows Server 2003
(The paranoid amongst you can manually go to Microsoft.com and Knowledge Base article number 328890.)
