Easy Money with RAF and Hallow's End

To do this you need two accounts that are RAF linked.
1. Make a lv 1 on Account 1 and Account 2,
2. Run Account 1 character to any major city and find the inn.
3. Trick or treat at the inn. You are trying to get a wand. If you get a wand sell it.(I sell my wand for cheap so i can sell them fast)
5. Summon your account 2 character. Then trick or treat on him.
6. Log off and delete the character on account 1.
7. Create a new character on Account 1 and have Account 2 summon him.
8. Repeat

You can do this process over and over.

Does deleting the toon get rid of the 1 hour summon cooldown? or is it toon and not account based?
