I've noticed for months now that the weeks Blizzard takes down the servers from 3 to 11, it usually isn't 11. They give themselves more time than they need. That being said, here's a little common sense for you.
Also, as a side note, when they do restarts on most servers and list servers they're going to take down and have back up, I'm not positive but I think these servers go back up in alphabetical order. My server starts with the letter 'D' and was on the list of servers to go back up at 11 which is 2pm my time. I was able to log in at 9am my time.
You can take advantage of this by trying to log in any amount of time before they schedule maintenance to end and do just about anything while the server population is so low. Most people don't bother trying to log until they're sure they can get on, but I'm impatient :P
As soon as I logged in today, I /who'ed my server with no level and no zone requirements in the tags. The most the list will show is 49 people. My query showed 47. I used my time to make a beeline to Nagrand and farm motes, extract motes, mine and fish up all the refreshed pure water nodes with no competition. If you're a gatherer this would work expecially nice in any zone, but if you aren't I've been hanging out at the Elemental Plateau for quite some time now all by myself.
