I know you can only file a dispute once per item but if their intent was to dispute from the start how is this going to work?

Like you said, it takes away there dispute so they can not, dispute. If they don't do this then don't sell to them.

if your going to scam the other person, what you do is just get a proxy (like hideIP platnium or something) buy w/e, then close the proxy and open a dispute with paypal saying someone else made that blahblahblah. its best to wait a few days after you buy w/e with the proxy, that way it doesn't look like you were the one buying it.
