Hunters need a lot of intellect too atleast 1k since intel= dps, hunters also need stam because your not going to be able to kite them all the time what if concussive shot misses and they dodge the wing clip, and even 140 agi at 19 on a hunter still will give the top dps

i dunno if this got answered, but why the Twisted Chanter's Staff? why not go with the Taskmaster's Axe from DM? or even a "Of the Monkey" or "Of Stamina" 2h weapon if you're cheap? at that level the +int is kinda moot, if you're with good people you'll have mage water, and you should have a Nelf for Shadowmeld (Eat/Drink/Shadowmeld)

The reason you would want to use Twisted Chanter's Staff is for two MAIN reason and one side reason.
The first reason is that it offers purely stamina and intellect; as hunters, you need intellect for your ranged abilities. When you are kiting your only using abilities that require mana. When fighting a mage or other hunter and staying still, you spam Multi-Strike and Aimed Shot and all your other shots as much as you can.
The other reason is that Twisted Chanter's Staff has 20.4 DPS, which is more DPS then any other weapon available (to Alliance), except for Looming Gravel which isn't even worth getting.
The side reason is that its gives you the stats you need all around. The only weapon I would replace it with is Smite's Mighty Hammer, due to the huge amount of agility it gives you. But, as a hunter with 1.6k hp and 1.1k mana I still find myself getting mana sapped all the time in BGs.... Then again, I also never which is kinda an issue.
Also, while in a BG you don't have time for mage water or food, and when in Shadowmeld and you use an action such as this, Shadowmeld fades as of 2.3/4 (can't remember which).

[Confirmed] I've had a 617 aimed shot crit on a level 11 Rogue in BGs... Imagine getting hit by that shit!
