Decent, I guess.
It's blech-tastic. A key talent in PvP Frost is Improved Counterspell.
I think this spec would be better.

Now, I don't play a Frost Mage... You can change around the Frost tree talents as you see fit for your style, but having imp. CS is very important.
Edit: Now, I know what you are saying about "PvP and PvE at once", but frankly, that rarely ever works well. No matter what spec of what class you are, it's better to not be halfassed about speccing and go FULL PvP or FULL PvE (if you can't afford respecs, do some dailies -_^).

If you compromise on a build for PvP and raiding - you won't achieve either.
You're always better off having 2 separate specs devoted for PvP and raiding. Don't be skimpy and shell out the respec cost.
I agree with the rest of the comments, never use the same spec for pve and pvp. It will always turn out messy. I know it's expensive to respec but if you want to achieve ratings like 2100+ you need certain specs.

I've been over those 2100 ratings when i was active and i recommend this.
There is no reason to not get arcane focus and 2/2 arcane subtley helps more than 2/5 arcane missle. Here is how I would work my pvp frost tree Talent Calculator - World of Warcraft.

I was wondering if anyone is willing to post there specs as text instead of a link. I can not seen links at work.
I just got my first damage spell caster to 70 ( I have a tank warrior and healing druid) and have been running BG's as a Pom pyro mage. But now I am concentrating on Arenas. I would like to see peoples Frost specs for a purely arena spec (CS Arc remaining Frost). (Text format please). What I mean by Purely Arena is that I am not sure increasing frost bolt range is worth it. I would also like to ask a few questions.
1. Is it worth spending talent points on lowering someones resistance to your spells? (arcane Sub.)
2. Is spell penetration worth anything in PvP over other gem options?
3. Is spell to hit worth getting for PvP?
4. What is the resilance rating I should be shooting for before I start getting gems and enchants that do spell damage and stuff? i.e. replace the +8 res gems for spell crit/damage/hit/pen.
5. What health rating should I be shooting for before start getting damage/crit gems? 10K? 13K?
6. What is the spell crit/spell hit/spell damage equiv? i.e. (7 crit = 3 hit = 5 damage).
I have over 300 Res at the moment and only need my cape, one ring and one trinket(not sure if worth getting). My 3v3 team is a Mark's hunter, holy Pali and Frost Mage (ME).
EWW!!! 50% of int = Armor! No WAI! use that talent point MUCH better.

This one is good for arena, i don't claim this is the best,
It features:
Frostbite, shatter, ice barrier, water elemental, imp crits (frost), imp CoC, arktic reach, Icey veins, imp blizzard, arctic winds, impact, incinerate, burning soul.
a kinda versatile arena specc. however it has no imc cs. but therefor you get the scorch stunn, the shatter doublecrit, ice barrier, ...
test it^^ you'll be fine.
You won't need improved counterspell unless you suck at timing
What about the other questions such I asked. Anyone have any comments on that.
Never, Ever, put points in arcane passed Clearcasting unless you're raiding as deep arcane (Still viable if you can play it) Or if you suck at hitting a CS in arena. Never PvE as frost, the damage isn't as bad as people make out but it just isn't needed since you won't die in PvE really.

Playing against a paladin or SL/SL warlock, you would be glad of penetration

when gemming, im not sure what ud use in pvp gear, resil stam dmg penetration prolly good ones

without 3% hit you will get resists, in pvp mana is biggest issue for mages, so your defo wanting to spec elemental precision to get pvp hit cap

10 - 11k hp is average with about 9k mana, its knowing how to keep urself alive aswell as having mana to dps

You get arcane sublety for the 40% threat reduction on AE usually,
Mana will be your biggest issue in arena.
I have around 420 resi with almost 1k damage and 10.5k hp on my mage so i'd say around 400.
And it varies depending on your current damage etc what crit is worth.
