Hacked account, need help.

Hello,

So, I have not been playing for a long time, and I realized that my account has been hacked. He changed email and frist and last name. However I cant provide all of the informations about my account, old email, old first and last name, old street name, also I have Cataclysm CDKEY and a passport scan image. As far as I know that is more than enough to retrive my account, however when blizzard send me through their Account Recovery Form nothing happens, no email in my inbox, no reply (Waited more than 20days).

My question now is what should I do about this problem?
