Can you still receive and spend money on the Canadian paypal without registering it with a bank account?

Nope canadian doesn't work unless you actually live in canada. Even then, i believe that you still need a bank. Nowadays you need to have an IP address that originates from that country. If anything, just verify an account using the netspend method.

Oh well I do it from spain with spanish paypals done it for 4 years and never got limited so far.
