If you're simply changing the password, in the account management section. No they will not recieve the new password.
If you're resetting the password and your email isn't the one for the account and theirs is. Yes. They will receive the new Password.
Don't call Blizzard, i love how you managed to be able to scam an account, yet you had no clue about this :S

To the OP : Changing the password will never send the new password to the e-mail of the owner.

thanks, since i scammed alot of accounts, i changed their passwords and now i can't enter...
Maybe you should keep a note of them.
