[Question] Can you change SQ/A ?

OK basically what i have is an account and i got every possible information on it
Name, last name, password account name, cdkey, email already changed to mine, sq / a
so i basically can recall it whenever i want.
The question is now, can the OO do the same ?
I mean how can i prevent that the OO recalls the account because he has the same information like me.
How can i change something of the information so he will never be able to recall his account again ?
I dont want to transfer the toon i just want to keep the whole account forever, is there no possibility to do that with all that information i got ?

I'm sorry , but the only way is to do a character transfer to a new account and ban the old one.

But i talked to an OO of an account whose account got scammed
he tried to recall the account several times but couldnt do it because blizzard told him he is giving them the wrong information even tho he was perfectly sure that the information was right.
Somehow the scammer must have changed something.
