Meeeh might work..
Most people will call blizzard anyway and find out eventually
When you put a authenticator on an account, this means that the person you scammed is locked out unless they call blizzard and send in a fax. Most people who really care for there account will do that. Although, if you send them an email saying that they were banned due to account authentication. So what you can do is:
Put the authenticator on a scammed account
Use a fake emailer such as evilpage.com and pose as a blizzard email such as [email protected]
Im not going to give you the email template, just find a official Blizzard ban email an add something like this:
Your account has been banned due to issue's with the authentication of the account, we felt that you where not the true owner/user or you gave another person access to your account. You can also say something like your account could have been hacked, but unfortunately all bans are irreversible and final (person will probably believe that) if they fall for a scam or phisher.
So now if they ever try to log in to there account they will get the authenticator thing and believe that is blizzards way of saying that they were banned.
