No, it's not. This WAS working in the first round of the PTR for 3.0.8.
It worked for AT LEAST a week, and I scammed accounts around that time.
I've had several confirmations of this working in this thread, and it has worked, and this IS NOT the first time Blizzard has slipped up and gave Normal accounts QA commands. Don't accuse me of spouting bullshit without at least doing research on the matter, because this happened more than once before on the PTR.
