Common sense? Who doesn't know that stealing is bad?
That you are breaking the law and that the person being scammed can call the police and take you to court over it. If you scam someone for 200 dollars with an account recall through paypal, they can call the police and even if you entered mostly fake Paypal information, they can still find you.
It is a very real possibility that when you scam a few hundred dollars from someone, you can be sent to jail. Tracking someone who uses paypal to get the money is very easy. If the person being scammed calls the police, you are pretty much screwed.
Furthermore, once they have tracked you down and look at your computer, they will look at all other activities you have been doing on your computer. So before you start scamming for real money, make sure you are prepared to face criminal charges.
Note: While stealing money and other physical goods can get you in allot of trouble, stealing WoW accounts will not. The law is much more vague in regards to theft of nontangible goods especially as technically Blizzard owns all this in the first place.

Does anyone really truly know that it costs money to file a lawsuit? If you lost 200 dollars over the internet, you could be looking paying more through filing a lawsuit, and you still lose even more money if you lose the case.
