I'll give the help needed to stop this from growing into a future flame ball.
Go to Thottbot
Type Stormwind into the search for example.
After that there are lots of tabs, one of them is Factions. Click the Stormwind under that tab.
Then in your address bar, the last two numbers are the IDs.
This works with every other faction exactly the same way.

As to the neutral, not sure if there is one really just neutral. But there is ID 35, which is friendly to all.
