User CP problem

theres a problem whenever i try to use my user cp like change my avater it keeps telling me this:

but my account has been activated for almost 2 months and im not doing anything wrong im just trying to change my avatar.please tell me whats going on

Lazy leechers can't have avatars, so access is denied
