question regarding character transfers.

So, I am in contact with somebody who currently owns a bnet account with the scarab lord, I was wondering, if i were to change my account name to his, would he beable to transfer a level 1 to my account, thus granting me the title and mount or would it have to be the original character that the scarab lord was obtained on?

Scarab lord is a character specific achievement so you would have to transfer the original character.

mount aswell as the title is character specific since account wide achievements, mounts, titles, etc. were introuduced in wotlk.

How these character transfers work? If I find interesting character to buy, how to get it to my account? And what about mounts / titles / achievements / pets work on transfering? Is there any way to get mounts like Kor'kron war wolf (was reward from garrosh kill and now unobtainable) to my account?

You could only buy his account and play it instead of yours. Merging accounts of two different owners is impossible*.

without proof of legal name change and sending said documents to blizzard it looks like you're going to have to just play his account.
