Issue concerning [paypal]

Hey all here's my story :


I sended like 5 amounts from another paypal email to the one
that is in trouble now.
All of the amounts we're 100€ +
This morning when i log on paypal i see this :

i try to send my money to a different paypal account :



findly i click that button this pops up


Let me remind u i'm 16 i dont got a credit card and i don't know how to solve this
if anybody could help me i would send 100€ of that amount to the one that helped me. or buy gold for him on US / EU WoW.

you will need to get a credit card you can pick up something like a Simon gift card I am not sure what all they have in Europe
