If you have same names on both accounts, transfer whole license over eg. merge battle.net accounts.

It's not exactly. A merge involves moving the entire contents of the accounts (ie battle pets, mounts, achievement and their specific counters). Moving a license already connected instead allows only to bring mounts and some completed achievement, losing all your battle pets, your HK counter and much more. If the OP doesn't care about it and his only interest is to move mounts from a Bnet to another, moving the license is the way. If not, the best option is to do nothing and keep the account as it.

I successfully moved all my mounts from my old battle.net account to my new one (pets didn't work, nor achivements). What I did was this.
1. Sent a RAF to the old battle.net account from the newly created one (the new account already had a license activated ofc with gametime and everything).
2. Accepted the RAF e-mail, created a character (I also activated a battlechest license because I was gonna RAF my new char, not sure if this is needed).
3. Then I created a ticket (on the old battle.net account), and wrote that I accidently recruited the wrong battle.net account, and wanted the license moved to the new battle.net account (both accounts are in the same name).
4. The GM moved my RAF license from the old acount to the new account and all the mounts got transfered from the old account to the new one.
Hope this helps, worked for me so I got to keep my Swift Spectral Tiger mount + other rare mounts when I sold my old account.
