How to change Acc Region that's not in your name

Hello there!

I'm just hoping to get help with an issue I have regarding the Region settings on my account.

Basically, the account I'm currently playing is one which I purchased a few months ago. Absolutely no problem with the account, except for the fact that it's not in my name & it's region is France, and I'm in the UK. I cannot set up a subscription or purchase anything from my card due to obvious reasons. I'm still in contact with the seller or the account and trying to work something out with him.
But if anyone knows a work around, PLEASE PLEASE help!

you cant. Each license you purchase is registered to that region. Im not sure if the seller could even call blizz and tell him he's moving to a new country and to transfer the license to that region. They will redirect you to purchase another account set up for your new region

Apparently I can, But I need these documents:

- A valid proof of residence in the form of a single piece of legal identification which has your new address on the ID itself
OR
- Legal identification without address on the ID (such as a passport or driving license) and a separate image of utility bill for your new address.

I have current ID of the guy but not new updated ID or utility bill with my address on etc
