Changing "COUNTRY OF RESIDENCE" from Russ. to another?

I have an old account that is banned with, a lot of achivements and mounts on it. Tho my problem is, I want to merge it with my new account, but a problem appears. Once I try merging the accounts, it gives me an error. So I tried to contact a GM about it. He said It would not be possible to merge them. Because the one account(Banned one) was on the country side EU and my new is on Russian Federation. No I'm not Russian, I just bought this from it because it was cheaper. The GM said tho, that it could not be merged due to the price diffrence. So I thought if anyone knows a way to change this without? Like an exploit?

Ask the billing department to change your country of residence to your current one, and send them proofs of your residence too - ID, community bill under your name, anything, which would work for them.
