Transfer char off of an ebay account = safe?

The issue with the chargeback and most importantly with the seller simply taking the acc back via customer support:

Can you completely circumvent these shady techniques of the initial acc-owner by transfering the prefered character of the purchased account and possibly renaming it?

Can the original owner that has sold the account on (lets say ebay) still take the character back, even if the char is transfered off the acc and renamed?

No. They can always take it back, no matter how much you try to obscure it.

There is absolutely no way to completely secure an account you've bought, aside from the original owner never touching it again.
