i tried logging my old accounts from 2010-2011 to see if the ptr is still like it used to be (free wow) and it says the battle.net account doesn't exist when i try to login with one. can i get any of them restored?

Blizzard never deletes anything, not even 10 year old accounts from 2004. If you can't login and you're sure that the email is correct, you have been hacked and the only way to restore them is:
1) Contact Blizzard. You can make a ticket without an account. Describe your situation and provide your government issued ID scan. If those accounts were registered to fake/someone else's name, you'd have to forge the IDs, which ain't worth it unless the accounts are worth it

Pretty sure they did not delete your account. I'm guessing either you're entering wrong information or someone has hacked you.
Didn't they delete all accounts that weren't logged since WotLK?
Nope, they just released names of chars, that wasn´t ingame since [some date], but it doesn´t mean that you lost your nick, it is just available for other to claim it.
And to OP: do you have merged battle.net account, or still old WoW acc?
they're newish accounts from the time i started playing, which i mainly used fake emails on and also some i used real adresses on which i checked the emails of and there were no emails from blizzard about accounts being locked or anything.
