Delay between using skills and reciving the spell effect by the target

Everyone knows that you can shadowmeld almost every spell in the game. Was always wondering if you can make Arcane Barrage benefit from Shatter talent in the following cast scenario:

Frost Nova > Arcane Blast > Arcane Barrage.

I am counting that Arcane Blast's damage is very high, and Frost Nova should break without casting Arcane Barrage

1.Where the frost nova will break if we are GCD capped?
2.Can Arcane Barrage benefit from Frost Nova(shatter talent) in this case?

I will appreciate any other explanation.

I haven't played WoW in a long time, so this is pure speculations from me:

The "frost mage" shatter combo works because of the travel time for frost bolt is slower than ice lance (iirc), allowing ice lance to benefit from shatter talent even if the frostbolt in reality already have consumed it. Since the frost bolt is mid flight when ice lance hits, both get the shatter bonus.

Since arcane blast have no travel time, i expect the mecanic would work differently if you try to do a arcane blast/arcane barrage "shatter combo" - I'd just log on and try it on a dummy for a few times and see the results if I were you.

Please report back when you know the answer so we all get to know

Let me correct you. Modifiers from skills are calculated in the moment when it "leaves from the hand of the character" that means it can benefit from mastery and shatter modifiers even if the third person destroyed/dispeled frost nova debuff before it directly deal the damage.
It also wouldn't benefit shatter/mastery if you used pet Freeze after Frostbolt/lance "leaves your character hands"

Some "instant" skills in the game have delay in this case similar to frostbolt travel time. So im wondering if anyone tried succesfully do this arcane shatter combo.
