Raf question

Guys, anyone know if now you can grant levels by the raf system to any character on another realm? IDK If they change it in the last months cause I wasn't playing. Or maybe you can't but there is any exploit that allows you to do it?

you cant grant levels to a char on different realm by design , im not aware of any exploit that enables it though
