Have a lvl5 character I'm dragging around for 3x quest xp (On a trial account). I am unable to grant levels to my 52 priest (Should have 2 available). Is this working as intended or I am I doing it wrong?

If so, is there anyway I can use this lvl5 character to grant levels to my priest?

I am not gonna bother looking for the quote on the FAQ page of WoW. But yes it is working as intended. You can only award levels to people that are lower lvl than U

Nope, there is no way you can grant those levels to your priest. Good ol' blizz aint THAT stupid :P
