Unmerged accounts are only level 80 so either its an armory bug or its legit.

I know there has been armory bugs similar to this with people with every realm first a few years ago but they didn't have every other achievement like this dude.

All those items bar the T3 ring are quest rewards. If you petition and get the right GM they will give you these items (they have a record of the completed quests).

Hes pretty lucky he got the ring thrown in too, I expect that was a minor slip up on the GM's part as they really should have given that since they can't prove he ever earned it.
