Looking for an old program

Ok ive tried searching for the topic but its just not showing up in the search results

but there was a program i stumbled across in a minesweeper achievement exploit topic it essentially allowed me to limit upload or download speed on individual programs or block incoming or outgoing traffic all together

we used to use it to exploit client sided movement in wow and im trying to find it again

if anyones got any clue what im talking about itd be much appreciated
