what does blizzard ask when you call them to cancel a Recurring subscription?

You dont even need to call them

At the main account screen of your battle.net account, select the wow licence you want to cancel, and you should see it on the right hand side it says cancel subscription. Then you just tick a few boxes as to why your doing it (dont want to have money coming out every month, etc)

it doesn't let me cancel it says that i do not have a active subscription, but on the account status it says that it is active.

I believe it'll say active until your game time actually runs out (i.e. if it's recurring monthly, until the month's end).

Yea thats correct, you cant just 'freeze' your account shut, you need to wait for the time already there to expire.
