Yeah, there are people who can forge the documents needed for the country change, but once you change the country and someone manages to hack your account, you can say goodbye to it - your current ID with your true country won't be eligible anymore I guess.
That's wrong. You can restore an account with any ID, regardless of country you have registered on your battle.net account. Let me give you an example where this might fail miserably:
You're a student from Romania, you move to Germany for a year or two and update your stuff so your account doesn't get locked. You can't provide German ID, so you would lose your account over nothing.
Doesn't work that way. Many accounts got unlocked with an ID that doesn't match the country. Most of the time, they will ask you to take a snapshot of that ID on top of recent paper.
To change country on your battle.net account you will need:
1) Proof of residence - any utility bill for the country you want to change it too. Keep the info real, as they can and WILL check it (if you are using bill for cell services, make sure prices are accurate and address listed exists, otherwise they will turn you down).
2) A valid ID matching information on your battle.net account.
Unfortunately I can't find/don't know the full list of countries eligible, but if you try to recruit a friend and fail that usually means your country isn't eligible. When you create an account, safe bet is to place UK as your country and you'll be able to take advantage of the system. Keep in mind, however, that when you lock a UK account with Poland ID (or any other) there is an offchance they will change your country to the one on the ID (can be dodged if you are making a call) in which case you'd end up being unable to recruit a friend. If you are unlocking with ID that isn't issued by the country on your battle.net account, make sure to mention "I'm studying in <battle.net country> at the moment" and to use a proxy matching that county.
